CIGNA HealthCare of California was looking for an answer to a very costly problem with indigent moms that were delivering their babies early. Rochelle was responsible for devising the cost-cutting program, branding it and mobilizing the pilot implementation and initial 17-state rollout. Slashing the cost of pre-term deliveries across the country, the Healthy Babies program has been a categorical success.
Rochelle has also:
- Introduced a new line of business for CIGNA, workers’ compensation/occupational medicine, under the Knox-Keene legislation for 24-hour care.
- Developed and implemented an outreach program for Empire Blue Cross Blue Shield that directed patients with HIV/AIDS to seek the appropriate level of care. Better disease management resulted in lower costs associated with patient care.
- Played a key role on the team hired by Anthem Healthcare to develop the country’s first program that reimbursed specialty physicians through capitation. Payment amounts were set according to specialty and paid per patient per month regardless of treatment type or number of visits. The team developed credentialing and contracting requirements, payment methodology, and the infrastructure to manage the entire network. In fact, Rochelle negotiated the specialty network’s first contract with Maxicare.
